These chemical treatments kill all fish in a creek and were used to eliminate native "rough fish", such as roach, suckers, and pike minnow. The photograph was taken on September 15 or 16, but the year written in the caption was illegible and is assumed to between the early 1950s and late 1960s (maybe 1965?).
